Drinking alcohol in public places is forbidden in Poland except for designated areas and outdoor restaurants.
A blood alcohol level of 0.2 parts per thousand is the upper limit for driving, but remember drinking under the influence is a criminal offense so DON'T DRINK AND DRIVE.
Do not drink water straight from tap. The water in Poland might not be safe if drunk before boiling. There are plenty of places where you can buy bottled mineral water that is obtained from delicious Polish water sources.
